This article reviews recent studies on the households' adoption of seismic hazard mitigation measures, especially structural strengthening of houses, and then discusses their limitations. It also discusses why these researches do not seem to have contributed to the effective policy making for the promotion of structural strengthening of wooden houses in Japan. It is important for academicians and local governments to collaborate with each other in order to monitor the perception and behaviors of house owners for evaluating and modifying policy interventions. Also, it might be fruitful to come up with interventions based on the analysis of house owners using the framework of consumer psychology.
